Brookfield Police Hire Two New Officers, Promote Sergeant

New hires bring department back to full staff.

The Brookfield Police Department and Chief Robin Montgomery announced the appointment of Joseph Kyek and Phillip Saunders as the department’s newest members and the promotion of veteran officer, Robert Pennoyer, to the rank of Sergeant.  

Assistant Town Clerk Mary Ellen Demers administered the Oath to Kyek and Saunders at a brief ceremony in Brookfield Town Hall on Wednesday, Oct. 2 during the Brookfield Police Commission Meeting.

Kyek and Saunders were among the top candidates, from a field of over 250 individuals who tested for the position. Their appointments bring the department to full staff; filling positions created with the appointment of the two new school resource officers.

Robert Pennoyer, a 13-year veteran officer, was promoted to the rank of Sergeant on Nov. 6.  Town Clerk Joan Locke administered the Oath to Sergeant Pennoyer during the regular monthly meeting of the Police Commission.

Pennoyer was the top scorer in the recent promotional exam process.

Sergeant Pennoyer joined the Brookfield Police Department in April of 2000. He serves in the capacity of Field Training Officer, Emergency Services Unit Operator as well as having been a member of the department SCUBA Team. He is a defensive tactics and Taser instructor and has received numerous citations for exceptional police work. Pennoyer, his wife and children live in Southbury.

Joseph Kyek graduated from Henry Abbot Technical School and attended Western Connecticut State University. He is a captain in the Candlewood Company Volunteer Fire Department in Brookfield and had most recently been employed as an emergency services dispatcher at the Brookfield Police Department. Kyek lives in Brookfield.

Phillip Saunders graduated from St. Henry District High School in Erlanger, KY, and was awarded a Bachelor of Science degree in Criminal Justice from Eastern Kentucky University.

Saunders currently holds the rank of Captain in the Individual Ready Reserve and was honorably discharged as a 1st Lieutenant from the U.S. Marine Corps, having served in Afghanistan as well as other duty posts in the United States. Saunders and his wife live in Southbury.

Kyek and Saunders are in training at the Connecticut Police Officer Standards and Training Council’s Police Academy, in Meriden. They will be available for full patrol duties, after graduation from the academy and completion of three months of field training, at the beginning of July 2014.
